Misha Segal, M.B.A., is a Senior Research and Strategy Director at L&M Policy Research. Mr. Segal brings 25 years of experience as a health system expert who provides insights, solves problems, and thinks strategically, often guided by big data. He has led, advised, or managed staff on hundreds of quantitative engagements using large, interconnected Medicare, Medicaid, and commercial claims administrative and assessment relational databases at his time at the Centers for Medicare & Medicaid Services (CMS) and as a management consultant. In his work, Mr. Segal has evaluated value-based and other alternative reimbursement models tested in both fee-for-service and managed care arrangements, including accountable care initiatives, post-acute care value-based purchasing models, 1115 demonstrations, Medicare Advantage, Medicaid managed care, and commercial models. Mr. Segal has also focused on provider quality of care, reimbursement, and sector trends in areas including primary care, physician specialties, medical products, and behavioral health.
