Director
Heather McPheron, M.P.H., is a Director at L&M Policy Research with over 15 years of experience in health care delivery, policy, and payment innovation. Her consulting expertise spans operations improvement, program implementation, evaluation, and policy analysis. She excels in project management, data collection design, qualitative analysis, and regulatory review. Ms. McPheron has led interviews and case studies with health care leaders and provided training and technical assistance, ensuring tailored insights and impactful results for clients and stakeholders.
Ms. McPheron has led and supported a wide range of policy initiatives and program evaluations across the health care spectrum, including primary and specialty care, acute hospitals, inpatient psychiatric facilities, and rehabilitation centers. She has significant expertise in alternative payment models and value-based care at the national, regional, and state levels. Currently, she leads multi-year Centers for Medicare & Medicaid Services (CMS) projects focused on health care quality and delivery transformation, including a CMS Office of Minority Health initiative on health equity and evaluating the CMS Innovation Center’s Accountable Care Organization Realizing Equity, Access, and Community Health (ACO REACH) Model. Her work is featured in peer-reviewed journals and various health care reports.
Prior to joining L&M, Ms. McPheron worked in management consulting with academic medical centers and health systems nationwide where she specialized in strategic planning, ambulatory and inpatient operations improvement, and patient access and flow redesign. She worked in a corporate strategy role for a national outpatient dialysis company and spent several years working in health policy research and consulting, focusing on programs for medically complex populations.
Ms. McPheron holds a Master of Public Health with a concentration in health care management from the Yale School of Public Health in conjunction with the Yale School of Management.
