Senior Research Director
Judy Ng, Ph.D., M.P.H., is a senior research director at L&M Policy Research. For over two decades, Dr. Ng’s research and professional work has focused on inequities in health care access and quality, quality of care measurement, patient-reported health and functional outcomes, opioid use disorder, and Medicare and Medicaid policy. A mixed-methods researcher, Dr. Ng has directed and published research on health inequities among Medicare and Medicaid beneficiaries, health care access and quality gaps among underserved populations, conceptual underpinnings of health inequities, and best practices in care across diverse settings – from pediatric immunizations to chronic condition management in older adults.
Dr. Ng has also led the development of multiple quality of care health plan performance measures for the Centers for Medicare & Medicaid Services (CMS). Recently, her work on health inequities and opioid prescribing practices supported federal policy changes that improve health outcomes. Dr. Ng has served on various technical expert panels to evaluate health quality measurement and improvement efforts, including for the National Institutes of Health, the American College of Surgeons, and the National Quality Forum. Prior to L&M, she worked at the National Committee for Quality Assurance and Mathematica, and was an adjunct assistant professor of clinical research at George Washington University.
Dr. Ng holds a Ph.D. in Health Services Research and Health Policy from Johns Hopkins University, and an M.P.H. from Columbia University.
