Senior Research Director
Judy Ng, Ph.D., M.P.H., is a Senior Research Director at L&M Policy Research. For over two decades, her research and professional work have focused on inequities in health care access and quality, patient-reported health outcomes and health surveys, opioid use disorder, value-based purchasing models, prescribing practices, quality measurement, and Medicare and Medicaid policy. A mixed-methods researcher, she has directed and published research on health inequities among older adults, health care access and quality gaps among underserved populations, and best practices in care across diverse settings — from pediatric immunizations to chronic condition management in older adults. She has extensive experience contextualizing information from large national datasets, including Medicare claims and administrative data, commercial and Medicaid performance data, and national surveys, and has conducted many key informant interviews with local and national entities.
For many years, Dr. Ng also led the development of multiple quality of care health plan performance measures for the Centers for Medicare & Medicaid Services (CMS). She served on various technical expert panels to evaluate health quality measurement and improvement efforts, including for the National Institutes of Health, the American College of Surgeons, and the National Quality Forum.
Dr. Ng holds a Ph.D. in health services research and health policy from Johns Hopkins University.
