Senior Research Director
Russ Tisinger, Ph.D., is a Senior Research Director at L&M Policy Research with over a decade of experience conducting qualitative and quantitative research to support health care communication projects, with a particular focus on Health Insurance Marketplace enrollees and Medicare beneficiaries. He currently conducts qualitative and quantitative research to inform outreach messaging and advertising to Medicare beneficiaries. He also conducts consumer research to improve consumer-facing tools on Healthcare.gov, the online portal for the Marketplace.
Dr. Tisinger has also led projects supporting initiatives by the Centers for Medicare & Medicaid Services (CMS) to publicly report health care quality information about hospitals, doctors, and other health care providers. Prior to joining L&M in 2014, he spent four years conducting evaluations of Medicare and other federal health programs at the Office of Inspector General for the US Department of Health & Human Services. Previously, as a survey researcher, he helped design national survey projects for the Kaiser Foundation, the Harvard T.H. Chan School of Public Health, the Pew Center for the People & the Press, National Public Radio, and The Washington Post.
Dr. Tisinger holds a Ph.D. from the University of Pennsylvania Annenberg School for Communication.
