Centers for Medicare & Medicaid Services (CMS), September 2021 through September 2024

Project Description

L&M performs qualitative and quantitative research to provide CMS with consumer perspectives needed to inform outreach and education strategies related to the annual Open Enrollment Period and other important Medicare programs and services. This research involves consumer testing of storyboards and messages to inform awareness of and engagement with CMS programs, fielding quantitative surveys to assess effectiveness of outreach campaigns, and conducting formative research to better understand Medicare beneficiaries’ perspectives related to a variety of Medicare topics. The projects involve both English- and Spanish-language research. L&M synthesizes research findings and lessons learned across target populations and details the team’s recommended strategies for implementing effective outreach and educational campaigns.
