L&M releases decade of insights into consumer perceptions of health care quality

L&M Policy Research released a new report synthesizing lessons learned from a decade of research on consumer and patient perceptions of health care quality. L&M summarized over 10 years of cross-cutting research conducted from 2001 to 2013 on use of the Centers for Medicare & Medicaid Services’ (CMS) quality “Compare” websites. The report, Quality Reporting on Medicare’s Compare Sites, was jointly written with Mathematica Policy Research.

CMS contracted with L&M to conduct the research that forms the basis of the report, which aimed to bring consumer perspective to the ongoing development of CMS’ quality “Compare” tools. The report adds to the body of public reporting literature through its specific focus on CMS’ quality initiatives, the Compare tools, and the constraints of public reporting in that context. It offers insights based on research staff at L&M and Mathematica Policy Research conducted over the last decade about the interplay of factors that shape consumers’ perceptions and ability to engage with publicly reported information.
