Research Associate
Mr. Logan Sheets is a Research Associate at L&M Policy Research with over 4 years of Medicaid and Marketplace policy analysis and qualitative research experience supporting work ranging from large federal contracts to small grant-funded projects. He currently supports several workstreams for the Centers for Medicare & Medicaid Services (CMS) at L&M, through activities, such as environmental scans and stakeholder interviews.
Mr. Sheets works with the CMS Office of Minority Health (OMH) to assist health providers and health systems to engage in activities that advance health equity through the use and dissemination of a Disparities Cost Calculator, web-based trainings, and quality improvement tools. He also assists with formative research, usability testing, consumer testing, and end-to-end testing of the HealthCare.gov website through in-depth-interviews, focus groups, and small group discussions. Additionally, he supports a feasibility study focused on streamlining and automating enrollment processes for key public benefit programs.
Prior to joining L&M, he worked at the American Institutes for Research (AIR), serving as one of fifteen project leads on the CMS Center for Consumer Information and Insurance Oversight Marketplace Operations Support contract, where he executed Qualified Health Plan certification reviews, developed policy options for future implementation into the Exchange, and coordinated stakeholder engagement efforts with internal and external stakeholders. Prior to AIR, he worked at AcademyHealth, where he provided qualitative research, policy analysis, and project management support to an extensive portfolio of Medicaid-specific projects, which utilized multi-state Medicaid claims data to examine issues of importance to the Medicaid program while measuring the impact of state Medicaid policies on outcomes.
Mr. Sheets holds a B.S. in health sciences, specializing in health policy, from The Ohio State University.
