Senior Research Director
Julia A. Doherty, M.H.S.A., is a senior research director at L&M Policy Research. Ms. Doherty has over 30 years of experience in health care management, policy, and research. She has held executive posts in an HMO, a major academic hospital, a community health center, and a management consulting firm prior to joining L&M. Ms. Doherty focuses on health delivery system improvements, Medicare and Medicaid value-based care models and the impact of policy changes on vulnerable populations. She currently manages projects examining various aspects of health care quality, reimbursement, access, and efficiency.
Ms. Doherty has led multiple qualitative and quantitative engagements to conduct program assessments, perform data analysis and evaluate payment and care delivery models. She has expertise in population health issues, preventive services, integrated care models and service delivery to vulnerable populations. She has facilitated multiple national and state stakeholder meetings and managed national expert panels on health care delivery and payment reform. She has conducted over 1,000 key informant interviews and case studies nationwide. Currently Ms. Doherty co-leads primary data collection and analysis for the CMS Global and Professional Direct Contracting (GPDC) Model evaluation along with NORC. She also leads large-scale qualitative data analysis for the evaluation of the CMS Home Health Value-Based Purchasing Model. She works with CMS and individual state Medicaid agencies and Offices of Inspector General to design and deliver customized educational materials to enhance state program integrity efforts. Ms. Doherty also supports the CMS Office of Minority Health in building a business case to advance health equity.
Prior to joining L&M, she worked as a consultant with Vermont’s Department of Public Health, and its Health Care Reform Commission, the Medicare Payment Advisory Commission, the Indian Health Service, and other health care organizations in the United States and Germany. Ms. Doherty has published in multiple peer-reviewed national and international journals.
Ms. Doherty holds a M.H.S.A. from George Washington University.
