Nicholas A. Byrd, M.A., is a researcher at L&M. Mr. Byrd brings extensive research and programming experience in quantitative analyses focused on health policy and payment reform. Mr. Byrd has wide-ranging experience working with medical claims, cost reports, clinical and financial data, and other primary and secondary data sources related to the public and private healthcare sectors.

Mr. Byrd currently supports clients including the Centers for Medicare & Medicaid Services (CMS) and the Medicare Payment Advisory Commission (MedPAC). His contributions include evaluating the impact of the Home Health Value-Based Purchasing Model, providing program support for value-based payment and public reporting programs for the Division of Value, Incentives, and Quality Reporting (DVIQR), and analyzing the growth of drug and device costs in the acute care hospital setting.

Mr. Byrd is a proficient SAS programmer and has experience working in the CMS Virtual Research Data Center and the Integrated Data Repository. Previously, Mr. Byrd conducted analyses to monitor and assess the Medicare Inpatient Psychiatric Facility Prospective Payment System (IPF PPS), and provided analytic support for the evaluation of the Accountable Care Organization initiative and the evaluation of Medicare’s Part D policy to improve opioid drug utilization controls.

Prior to joining L&M, Mr. Byrd worked as a senior business analyst in the private healthcare sector and has contributed to publications focusing on regional economic and demographic trends.

Mr. Byrd holds an M.A. in Applied Economics from the University of North Carolina at Greensboro.
